The fee does not apply to petitions for a writ of habeas corpus, persons permitted to proceed in forma pauperis under 28 U.S.C. §1915, and some civil actions, such as an action claiming rights under the Uniformed Services Employment and Reemployment Rights Act of 1994, 38 U.S.C. §§ 4301–4335, an action by a seaman for wages, salvage, or the enforcement of laws for their health and safety under 28 U.S.C. § 1916, and an action by or on behalf of the United States.
